Adoption figures come from company filings, official releases or independent surveys, linked in each entry. We compared documented features and published prices; we did not run hands-on tests. Scoring method

This list is for developers and engineering leads choosing an AI coding assistant or coding agent in November 2026. Each entry pairs a starting price copied from the vendor's own U.S. pricing page with an adoption figure from the 2026 Stack Overflow Developer Survey, which asked 12,255 respondents which coding agents or assistants they had used in the past year. Scores weight features 35%, adoption 35% and value 30%. We compared documented features and published prices; we did not run coding benchmarks.

AssessmentGitHub Copilot takes the top spot because it combines the second highest usage share in the Stack Overflow survey (59%) with the lowest seat price among the leaders: a free plan, Pro at $10 and support for VS Code, Visual Studio, Xcode, JetBrains IDEs, Neovim, Eclipse and Zed. Claude Code is used by more surveyed developers (66%) and has the stronger agent workflow, but it starts with Claude Pro at $17 per month on annual billing and has no free tier for coding. OpenAI Codex is the third pick and the cheapest way into a major agent at $8 per month for Go. Cursor and Google Antigravity follow, with JetBrains AI the natural choice for teams already on JetBrains IDEs.

  1. 1

    GitHub Copilot

    9.3overall

GitHub's AI coding assistant for code completion, chat, agent mode, code review and cloud agents across most major editors and github.com.

Best forDevelopers and teams who want an assistant in the editor they already use, with a free plan and the lowest paid seat price among the most used tools.

    Adoption data

59%In the 2026 Stack Overflow Developer Survey, 59% of respondents who answered the coding agents question had used GitHub Copilot in the past year, second only to Claude Code.

Stack Overflow, AI 2026, Stack Overflow Developer Survey (2026): “Claude Code (66%) and GitHub Copilot (59%) are the leaders for coding agents.”

GitHub Copilot is the assistant most developers can adopt with the least friction. GitHub's plans page lists a free tier with 2,000 completions per month, access to Haiku 4.5 and GPT-5 mini, the Copilot CLI and agent mode, so a developer can try it without a card. Pro, at $10 per user per month, adds unlimited completions and next edit suggestions, pull request reviews, Copilot in the cloud that turns an assigned issue into a pull request, and $15 of monthly AI credits for agent work. The editor coverage is the widest on this list, from VS Code and Visual Studio to Xcode, Neovim, Eclipse and Zed. Adoption backs this up: 58.7% of respondents in the 2026 Stack Overflow survey had used it. The weak point is metering. Agent mode, code review and cloud tasks all consume credits, so heavy agent users may need Pro+ at $39 or Max at $100, and premium models such as Opus sit on those higher tiers.

    Strengths

    • +Free plan includes 2,000 completions per month, the CLI and agent mode
    • +Pro costs $10 per user per month, the lowest seat price among the four most used tools
    • +Works in VS Code, Visual Studio, Xcode, JetBrains IDEs, Neovim, Eclipse and Zed

    Limitations

    • −Agent work draws on GitHub AI Credits, and Pro includes $15 of credits per month
    • −Delegating tasks to third-party agents such as Claude and Codex is listed for Pro+ and Max
    • −Premium models such as Opus require Pro+ at $39 per user per month

SummaryCopilot pairs near-top adoption with a $10 seat and a usable free plan. It is the safest default for individuals and teams who want AI inside their current editor.

  2. 2

    Claude Code

    9.2overall

Anthropic's agentic coding tool that reads a codebase, edits files and runs commands from the terminal, IDE, desktop app or browser.

Best forDevelopers who hand off multi-step coding tasks to an agent and want the tool that the largest share of surveyed developers use.

    Adoption data

66%Claude Code was the most used coding agent in the 2026 Stack Overflow Developer Survey, used by 66% of respondents to the coding agents question.

Stack Overflow, AI 2026, Stack Overflow Developer Survey (2026): “Claude Code (66%) and GitHub Copilot (59%) are the leaders for coding agents.”

Claude Code is the agent that the most surveyed developers have used: 65.5% of the 12,255 people who answered Stack Overflow's 2026 coding agents question picked it, ahead of GitHub Copilot at 58.7%. Anthropic's documentation describes it as an agentic tool that reads your codebase, edits files, runs commands and connects to your development tools, available in the terminal, an IDE, the desktop app and the browser. Access comes through Claude subscriptions rather than a separate product price. Pro is $17 per month with annual billing or $20 monthly and lists Claude Code among its features, while Max at $100 per month adds five times Pro usage and $100 a month in API credits. The trade-off is cost and limits. There is no free way to use Claude Code, usage resets every 5 hours and every week, and developers who run long agent sessions daily will likely need Max or the $200 Ultra plan. For teams that mainly want inline completions, Copilot is cheaper.

    Strengths

    • +Highest usage share of any coding agent in the 2026 Stack Overflow survey
    • +One subscription covers Claude chat and Claude Code
    • +Runs in the terminal, IDEs, a desktop app and the browser

    Limitations

    • −Claude Code is listed under Pro, so there is no free tier for it
    • −Usage caps reset every 5 hours and every week, which heavy users can hit
    • −Higher allowances cost $100 (Max) or $200 (Ultra) per month

SummaryClaude Code leads on developer usage and agent depth. It ranks second only because its entry price is higher than Copilot's and it has no free tier.

  3. 3

    OpenAI Codex

    8.8overall

OpenAI's coding agent, included in ChatGPT plans and available in a desktop app, on the web, in the CLI, in an IDE extension and on iOS.

Best forChatGPT subscribers and budget-minded developers who want a major coding agent from $8 per month, or free for quick tasks.

    Adoption data

29.5%29.5% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used OpenAI Codex in the past year, the third highest share.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “OpenAI Codex 3,620 29.5%”

OpenAI Codex is the third most used coding agent in the 2026 Stack Overflow survey, at 29.5% of respondents, and it has the most gradual price ladder on this list. OpenAI's Codex pricing page lists a free tier for quick coding tasks and Go at $8 per month, both using GPT-6 Luna in the desktop app subject to rollout. Plus, at $20 per month, opens Codex on the web, in the CLI, in the IDE extension and on iOS, adds automatic code review and Slack integration, and includes the rest of ChatGPT Plus. Pro comes in $100, $200 and $500 tiers for heavy use. Teams can buy Business at $20 per user per month on annual billing, or $25 monthly, with SAML SSO, MFA and no training on business data by default. An API key mode suits CI jobs, though it drops cloud features. The main limitation is that the cheap tiers are narrow: the full multi-surface experience starts at $20, the same as most rivals.

    Strengths

    • +Free and $8 Go tiers make it the cheapest way into a major coding agent
    • +Plus includes Codex alongside all other ChatGPT Plus features
    • +API key option suits automation in CI pipelines

    Limitations

    • −Free and Go tiers are limited to GPT-6 Luna in the desktop app, subject to rollout
    • −Cloud features such as GitHub code review are not available with an API key
    • −Business pricing requires 2 or more users for the $20 annual rate

SummaryCodex is the strongest value among the leading agents, with a free tier and an $8 entry plan. Developers who already pay for ChatGPT get it at no extra cost.

  4. 4

    Cursor

    8.2overall

An AI code editor with an agent, cloud agents and AI code review, now sold in plans that bundle Grok models and X account features.

Best forDevelopers who want an AI-first editor with cloud agents and code review, and who are comfortable paying API rates for non-Grok models.

    Adoption data

25.5%25.5% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used Cursor in the past year, the fourth highest share.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “Cursor 3,127 25.5%”

Cursor is still one of the most used AI editors, with 25.5% of respondents in Stack Overflow's 2026 survey reporting they had used it, but its pricing has changed shape. The current plans page bundles Cursor with Grok and X features: Plus at $8 per month includes a shared AI usage pool and only Grok models, Premium at $30 adds cloud agents and automations, Bugbot code reviews, code hosting through Origin and access to third-party models at API list price, and Super and Ultra raise usage to 15 and 50 times Plus. The pool covers Cursor and Grok together and refreshes weekly. Teams starts at $30 per user per month with SAML or OIDC SSO, usage analytics and team privacy settings. The editor and agent remain strong, but value is harder to judge than before. Developers who want Claude or OpenAI models pay for that usage on top of the subscription, and the X perks such as a premium checkmark add little for most coding buyers.

    Strengths

    • +Cursor Agent is included on the free plan
    • +Premium bundles cloud agents, Bugbot code review and code hosting
    • +Weekly usage refresh means one heavy day does not use up a month

    Limitations

    • −Plus only includes Grok models
    • −Third-party models are billed separately at API list price
    • −Plans mix in X social features that many developers will not use

SummaryCursor has a capable agent and good team controls, and Plus is one of two $8 entry plans here. Model restrictions on Plus and separate billing for third-party models keep it below Codex on value.

  5. 5

    Google Antigravity

    8.1overall

Google's agentic development platform, with an app, CLI, IDE extensions and SDK, and the successor to the consumer Gemini Code Assist tiers.

Best forDevelopers with a Google AI subscription, or those who want a free agent tool with unlimited tab completions.

    Adoption data

16.0%16% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used Google Antigravity in the past year, and a further 14.6% had used Gemini Code Assist.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “Google Antigravity 1,956 16.0%”

Google Antigravity is now Google's main coding product for individuals. Google's developer documentation says that from June 18, 2026, the Gemini Code Assist IDE extensions stopped serving the individual, Google AI Pro and Google AI Ultra tiers, and it points those users to the Antigravity family. That family includes an app, a CLI, IDE extensions and an SDK. The free plan offers a variety of agent models, unlimited Tab completions, unlimited command requests and basic weekly rate limits, which makes it one of the more generous free options here. Google AI Pro, at $19.99 per month in the U.S., raises the rate limits and adds a flexible AI credit pool, and it also covers the Gemini app and other Google AI features. Organizations can buy through Google Cloud, with Gemini Enterprise seats from $30 per month. In the 2026 Stack Overflow survey 16% of respondents had used Antigravity, ahead of Gemini Code Assist at 14.6%. The main caveat is that Google describes paid limits only in relative terms.

    Strengths

    • +Free tier includes unlimited Tab completions
    • +Google AI Pro bundles Antigravity limits with the Gemini app and other Google AI features
    • +Business access through Google Cloud with spend caps and admin controls

    Limitations

    • −Free plan has basic weekly rate limits
    • −Google moved consumer Gemini Code Assist users here, so some workflows had to migrate
    • −Paid limits are described only relative to other tiers, not as fixed numbers

SummaryAntigravity has a strong free tier and good value for anyone already paying for Google AI Pro. Adoption is lower than the top four, and limits are less transparent.

  6. 6

    JetBrains AI

    7.7overall

AI completion and coding agents, including Junie, Claude Agent, Codex and Gemini, built into JetBrains IDEs and JetBrains Air.

Best forDevelopers who already work in JetBrains IDEs and want AI completion and agents that stay inside them.

    Adoption data

12.8%12.8% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used JetBrains AI in the past year.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “JetBrains AI 1,569 12.8%”

JetBrains AI is the obvious shortlist entry for anyone who spends the day in a JetBrains IDE. The plans page lists three tiers. AI Free gives unlimited AI completion in JetBrains IDEs and 3 monthly AI credits, but only for commercial IDE versions. AI Pro adds 10 monthly credits and the agents Junie, Claude Agent, Codex and Gemini, and JetBrains itself describes that allowance as enough for occasional agent use. AI Ultimate raises it to 35 credits with 5 bonus credits for frequent agent work. Extra credits are priced at API rates and stay valid for 12 months, and developers can sign in with existing provider accounts to use more than 25 agents through the Agent Client Protocol. In the 2026 Stack Overflow survey, 12.8% of respondents had used JetBrains AI. Its reach is limited by being tied to JetBrains tools, and the page we could fetch showed euro prices only, so the USD price check is pending.

    Strengths

    • +AI Free gives unlimited completion in commercial JetBrains IDEs
    • +Several third-party agents run inside the IDE under one subscription
    • +30-day free trial of AI Pro

    Limitations

    • −AI Free is only available for commercial IDE versions
    • −10 monthly credits on AI Pro covers only occasional agent use, by JetBrains' own description
    • −USD prices were not shown to us, so the price check is pending

SummaryJetBrains AI is the best fit for JetBrains IDE users who want several agents in one place. Outside that ecosystem, the tools above offer more.

  7. 7

    Devin Desktop (Windsurf)

    7.5overall

Cognition's agent command center, served from windsurf.com, for running local and cloud coding agents with frontier and in-house models.

Best forDevelopers who want one desktop app to manage several coding agents, with unlimited tab completions and access to Devin cloud agents.

    Adoption data

6.5%6.5% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used Windsurf in the past year, and 2.9% had used Devin.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “Windsurf 796 6.5%”

Windsurf's website now serves Devin Desktop, Cognition's app for managing coding agents locally or in the cloud from one command center, and the pricing page carries Devin branding. The free plan includes a light agent quota, limited model choice, and unlimited inline edits and Tab completions. Pro, at $20 per month, adds higher quotas with frontier models from OpenAI, Claude, Gemini and SpaceXAI, free use of the in-house SWE-2 model, and access to Devin Cloud agents, with extra usage sold at API pricing. Max at $200 per month raises the quotas. Teams costs $80 per month for the team plus $40 per full developer seat, covering up to 200 users with shared billing, an admin dashboard and priority support. Through the Agent Client Protocol the app can also run other agents. Adoption is modest: 6.5% of Stack Overflow's 2026 respondents had used Windsurf and 2.9% Devin. The product is capable, but the name change makes it harder to compare.

    Strengths

    • +Free plan keeps unlimited Tab completions and inline edits
    • +Pro includes access to models from several providers plus cloud agents
    • +Teams supports up to 200 users with an admin dashboard and analytics

    Limitations

    • −Rebranding from Windsurf to Devin Desktop can confuse buyers comparing plans
    • −Team pricing combines an $80 base fee with $40 per developer seat
    • −Lower survey usage than the top five tools

SummaryDevin Desktop offers a good free tier and a $20 Pro plan with models from several providers. It ranks mid-table because survey adoption trails the leaders.

  8. 8

    Amazon Q Developer

    7.0overall

AWS's AI assistant for software development, available in IDEs, the CLI and the AWS Console, with Java and .NET upgrade tools.

Best forTeams building on AWS who want IP indemnity, console help and code transformation for Java and .NET upgrades.

    Adoption data

3.9%3.9% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used Amazon Q Developer in the past year.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “Amazon Q Developer 476 3.9%”

Amazon Q Developer is AWS's coding assistant, and it makes most sense for teams whose work already runs on AWS. The pricing page lists a perpetual free tier for IAM or AWS Builder ID users with 50 agentic requests per month for chat and agentic coding, access to Claude models in the IDE or CLI, and 1,000 lines of code per month for Java upgrade transformations. Pro, at $19 per user per month, raises the agentic request limit, pools 4,000 lines of transformation per user at the account level, and adds Identity Center support, an admin dashboard, IP indemnity and automatic opt-out of data collection. Both tiers include reference tracking, suppression of public code suggestions, and help with questions and errors in the AWS Console. Billing is prorated daily. Adoption is narrow, with 3.9% of 2026 Stack Overflow respondents reporting use. For general coding outside AWS, Copilot and Codex offer more for less.

    Strengths

    • +Permanent free tier with 50 agentic requests per month
    • +Pro includes IP indemnity and automatic opt-out of data collection
    • +Works inside the AWS Console as well as IDEs

    Limitations

    • −Free tier caps agentic requests at 50 per month
    • −Extra Java upgrade lines cost $0.003 each
    • −Low usage share outside AWS-focused teams

SummaryAmazon Q Developer is a sound pick for AWS shops that value IP indemnity and upgrade tooling. Most other developers will get more from the higher ranked tools.

  9. 9

    Kiro

    6.9overall

An agentic coding IDE priced in monthly credits, with a free tier and paid plans from $20 per user per month.

Best forDevelopers who want predictable credit-based pricing and teams that want to pool credits across seats.

Kiro is an agentic coding IDE that prices everything in credits, which makes it easier to plan spend than tools that describe limits as multiples of another tier. Its pricing page lists a free plan with 50 credits per month and access to open-weight models and Claude Sonnet 4.5. Pro costs $20 per user per month for 1,000 credits and premium models, Pro+ costs $40 for 2,000, Pro Max $100 for 5,000 and Power $200 for 10,000, with add-on credits at $0.04 each. A first upgrade to Pro includes the rest of the month free plus 500 trial credits valid for 12 months. For teams, administrators can buy credit pooling seats at $20 per seat per month, each adding 500 credits to a shared pool. The weak spot is evidence of uptake: Kiro does not appear among the 33 tools in Stack Overflow's 2026 coding agents results, so we scored adoption conservatively. The 50-credit free tier is also small.

    Strengths

    • +Clear credit counts on every tier
    • +First upgrade to Pro includes the rest of the month free and 500 trial credits
    • +Teams can pool credits so light users subsidize heavy users

    Limitations

    • −Free tier includes only 50 credits
    • −Not listed in the 2026 Stack Overflow coding agents results, so adoption is unproven
    • −Heavy use requires the $100 or $200 tiers or paid add-on credits

SummaryKiro has the most transparent credit pricing on this list and useful team pooling. Without published adoption data, it ranks below better known tools.

  10. 10

    Replit

    6.8overall

A browser-based platform where Replit Agent builds, runs and hosts apps and websites from prompts.

Best forFounders, product managers and designers who want an agent to build and host a working app without setting up a local environment.

    Adoption data

2.3%2.3% of respondents to the 2026 Stack Overflow Developer Survey coding agents question had used Replit Agent in the past year.

Stack Overflow, AI coding agents, AI data 2026, Stack Overflow Developer Survey (2026): “Replit Agent 285 2.3%”

Replit takes a different approach from the editor-based tools above: Replit Agent builds, runs and hosts an app in the browser, so there is nothing to install. The pricing page lists Core at $18 per month on annual billing or $20 monthly, with up to 30 hours of chat and 60 projects on Free Mode, $20 a month toward more powerful models, unlimited workspaces and AI integrations. Pro, at $90 per month annually or $100 monthly, adds more Free Mode usage, $100 toward the most powerful models, premium support, up to 15 collaborators and database rollback for up to 28 days. Enterprise adds SSO, SCIM, audit logs and private networking options. Replit's own page notes that the agent is probabilistic and may make mistakes. Among professional developers it is a niche choice, with 2.3% of 2026 Stack Overflow respondents reporting use of Replit Agent. It fits founders and product teams building new apps better than engineers working in a large existing codebase.

    Strengths

    • +No local setup: build, run and host in the browser
    • +Core includes up to 30 hours of chat and 60 projects on Free Mode
    • +Annual billing saves up to 10%

    Limitations

    • −Aimed at building whole apps more than assisting in an existing codebase
    • −Pro costs $90 to $100 per month
    • −Lowest developer survey usage share on this list

SummaryReplit is the most complete build-and-host option for people who want an agent to create an app from scratch. Developers working in existing repositories are better served by the tools ranked above.

Choosing a product

Decide between an assistant in your editor and an agent that runs tasks
Completion-first tools such as JetBrains AI Free and the Copilot Free plan suggest code as you type. Agent tools such as Claude Code, Codex, Antigravity and Devin Desktop read the repository, edit several files and run commands. Most paid plans now include both, but the usage allowance for agent work is what separates the tiers.
Compare usage allowances, not only the seat price
Vendors meter agent work in different units: GitHub Copilot in AI credits ($15 of credits on Pro), Kiro in credits (1,000 on Pro), Amazon Q in agentic requests (50 per month on the free tier), Claude in limits that reset every 5 hours and every week, and Cursor in a weekly usage pool. Two $20 plans can give very different amounts of agent time.
Check which models each plan can use
Cursor Plus at $8 only includes Grok models, and third-party models in Cursor are billed at API list price. Kiro Free covers open-weight models and Claude Sonnet 4.5, while Kiro Pro adds premium models. If you depend on a specific model, confirm that the tier you buy includes it.
Use adoption data as a signal for support and hiring
In the 2026 Stack Overflow Developer Survey, 65.5% of respondents had used Claude Code, 58.7% GitHub Copilot, 29.5% OpenAI Codex and 25.5% Cursor. Widely used tools have more shared configuration, documentation and colleagues who already know them, which lowers onboarding time for a team.
Review team controls before rolling out
Business tiers add the admin features companies usually need: Codex Business adds SAML SSO and no training on business data by default, Amazon Q Developer Pro adds IP indemnity and an admin dashboard, and Cursor Teams adds SAML or OIDC SSO and usage analytics. Check these against your security policy before buying seats.
