Adoption figures come from company filings, official releases or independent surveys, linked in each entry. We compared documented features and published prices; we did not run hands-on tests. Scoring method
This list is for recruiting and talent acquisition teams choosing an applicant tracking system (ATS) who want evidence rather than marketing claims: vendor customer counts, an independent study of which ATS large employers run, and plan prices published in US dollars. Each product is scored on documented features (35 percent), adoption backed by a citable figure (35 percent) and value at US list prices (30 percent). We compared documented features and published prices from vendor pages and did not run hands-on tests. Six vendors publish US prices; Greenhouse, Workday, iCIMS and Lever price by quote, so those entries are marked pending and scored conservatively on value.
AssessmentWorkable ranks first because it pairs one of the largest customer counts on this list, more than 35,000 teams, with prices on its own page and a recruiting plan that also covers HR records, onboarding and time off. Greenhouse is the strongest pick for structured interviewing and leads Jobscan's count of ATS use across more than 13,000 companies, but it is quote-only. Ashby, which more than doubled to over 2,700 customers in a year according to Crunchbase News, combines ATS, CRM, scheduling and analytics from $400 per month. BambooHR is the value choice for companies that want hiring inside a full HR system. Workday Recruiting dominates the Fortune 500, Breezy HR and Manatal are low-cost options with unlimited users or per-seat pricing, and iCIMS, Lever and JazzHR round out the list for enterprise, CRM-led and very small teams.

Workable
An applicant tracking system with sourcing, AI agents and an optional HR module, priced by company size.
8.8overallAn applicant tracking system with sourcing, AI agents and an optional HR module, priced by company size.
Best forSmall and midsize companies that want recruiting and basic HR on one published price.
Adoption data
35,000Workable says more than 35,000 teams worldwide use its hiring software.
Workable, Workable homepage (2026): “Trusted by 35,000+ teams worldwide”
Workable is a full recruiting system that also offers a light HR module. Its Standard plan, listed at $299 per month for companies with 1 to 20 employees, includes the candidate sourcing suite, applicant tracking with unlimited active jobs under a fair-use limit, a hiring plan, a custom report builder and nine native languages. Texting, video interviews and assessments are add-ons on Standard at $89, $109 and $59 per month, and Premier at $599 includes them along with referrals. Each ATS plan comes with 3,000 AI credits for the Workable Agent, which can draft job briefs and run sourcing, screening and engagement tasks. The HR side covers employee records, onboarding, time off, time tracking, e-signatures and payroll preparation. Workable says more than 35,000 teams use it. Prices climb with headcount bands, so larger companies should check their band, but few vendors at this level publish every price.
Strengths
- +Prices for every plan and add-on are on the vendor page
- +Recruiting and HR can be bundled to save up to 20 percent
- +15-day free trial with no credit card
Limitations
- −Texting, video interviews and assessments are paid add-ons on Standard
- −Price rises with company size bands, not recruiter count
- −Most agent actions draw on AI credits that must be bought once the free allowance runs out
SummaryWorkable is the best overall ATS for small and midsize recruiting teams. It combines a very large customer base with a full price list and a free trial.

Ashby
An all-in-one recruiting platform that combines ATS, sourcing CRM, scheduling and analytics, priced by company size.
8.4overallAn all-in-one recruiting platform that combines ATS, sourcing CRM, scheduling and analytics, priced by company size.
Best forStartups and growth companies that want analytics and outbound sourcing in the same system as the ATS.
Adoption data
2,700Crunchbase News reported in July 2025 that Ashby said it had more than doubled its customer base in a year, from about 1,300 to more than 2,700.
Crunchbase News, AI-Powered HR Platform Ashby Raises (2025): “As a testament to its growing popularity, Ashby says it more than doubled its customer base over the past year — from about 1,300 to more than 2,700 — and saw its ARR jump by 135%.”
Ashby is sold as a single recruiting product rather than an ATS with bolt-ons. The Foundations plan covers companies with up to 100 employees, with the pricing calculator showing $400 per month for the smallest band and a 10 percent discount for annual commitments. Plus covers 101 to 1,000 employees and Enterprise larger firms, both by quote. The plan comparison lists automated multi-touch outreach sequences across email and LinkedIn, a sourcing Chrome extension, structured location and employment data for searching and reporting, candidate experience surveys, two-way Google Workspace and Office 365 sync, a public API and an Ashby Assistant in Slack. SSO is listed at $100 per month and candidate texting at $90 per 1,000 messages. Crunchbase News reported in 2025 that Ashby said it had grown to more than 2,700 customers. It suits recruiting teams that run outbound sourcing and want reports without exporting data.
Strengths
- +Entry price is shown on the pricing page by company size
- +ATS, CRM, scheduling and analytics in one product
- +Analytics can also be bought on top of another ATS
Limitations
- −Plus and Enterprise plans are quote only
- −SSO is listed at $100 per month
- −Smaller customer base than older vendors on this list
SummaryAshby has one of the deepest feature sets here and a published entry price. Its adoption is newer and smaller than Greenhouse's, which keeps it third.
- 3

Greenhouse
A hiring platform built around structured interviews, scorecards and hiring reports, sold in Core, Plus and Pro tiers.
8.4overallA hiring platform built around structured interviews, scorecards and hiring reports, sold in Core, Plus and Pro tiers.
Best forScaling and enterprise companies that want a consistent, structured interview process.
Adoption data
7,500Greenhouse says more than 7,500 companies use its hiring platform; Jobscan separately found Greenhouse in 19.0 percent of more than 13,000 companies where it detected an ATS.
Greenhouse, Greenhouse homepage (2026): “Trusted by 7,500+ companies and millions of job seekers worldwide”
Greenhouse is built for companies that want every candidate assessed the same way. Its Core plan includes sourcing and CRM, structured interview kits and scorecards, an AI Notetaker, scheduling, reporting and analytics, SSO and Real Talent talent matching. Plus adds AI-powered report filters, a Business Intelligence Connector, sourcing automation, texting, and fraud and spam detection. Pro adds unlimited CRM events, enterprise data configuration and security, an audit log and a developer sandbox. The feature list also covers candidate self-scheduling, resume anonymization, offer approvals, e-signature and EEOC data management. Greenhouse says more than 7,500 companies use it, and Jobscan's analysis of more than 13,000 companies found it was the most commonly detected ATS at 19.0 percent. The trade-off is cost visibility: all three tiers are sold through a demo, so budget comparisons need a quote.
Strengths
- +Deep structured hiring tools included from the Core plan
- +Leads Jobscan's count of ATS use across more than 13,000 companies
- +Hundreds of pre-built integrations plus an MCP connection for AI assistants
Limitations
- −No published prices; every tier needs a demo
- −Texting and sourcing automation need the Plus tier
- −Audit log and developer sandbox are limited to Pro
SummaryGreenhouse has the most complete structured hiring toolkit on this list and the broadest independent usage outside the Fortune 500. Its quote-only pricing keeps it just behind Workable.
- 4

BambooHR
An HR system for small and midsize companies whose entry plan includes applicant tracking.
8.3overallAn HR system for small and midsize companies whose entry plan includes applicant tracking.
Best forSmall companies that want hiring and employee records in one HR system rather than a standalone ATS.
Adoption data
30,000BambooHR says more than 30,000 companies use its HR software, which includes its applicant tracking tools.
BambooHR, BambooHR Pricing (2026): “Trusted by 30,000+ companies of all sizes”
BambooHR is an HR system first, but its Core plan, listed at $10 per employee per month, includes applicant tracking with job posting, candidate records and offer letter templates alongside the employee database, reports, workflows and time-off management. For companies with 25 employees or fewer, BambooHR charges a flat $250 per month for Core instead. The appeal for recruiting is that a hired candidate becomes an employee record in the same system, with no integration to maintain. The limits are equally clear: there is no sourcing CRM, outreach sequences or interview scheduling depth like Greenhouse or Ashby, and the price follows total headcount rather than the number of recruiters or open roles. BambooHR says more than 30,000 companies use it. For a small company hiring a handful of people a year that also needs HR records, it is often cheaper than buying an ATS and an HRIS separately.
Strengths
- +Applicant tracking is included in the entry HR plan
- +All plan prices are published in USD
- +Hires become employee records without an integration
Limitations
- −Recruiting tools are lighter than dedicated ATS vendors, with no sourcing CRM
- −Companies of 25 or fewer pay a $250 monthly flat rate for Core
- −Cost scales with total headcount, not hiring volume
SummaryBambooHR is the value pick when hiring is one part of a small HR team's job. Dedicated recruiting teams will want more sourcing and interview tools.
- 5

Workday Recruiting
Workday's talent acquisition suite for large organizations, built on the same platform as Workday HCM.
8.2overallWorkday's talent acquisition suite for large organizations, built on the same platform as Workday HCM.
Best forLarge enterprises that already run Workday for HR and want recruiting on the same record.
Adoption data
40%Jobscan's 2026 analysis of Fortune 500 hiring systems found that more than 40 percent of the companies use Workday for talent acquisition.
Jobscan, Fortune 500 use applicant tracking systems (2026): “Over 40% of the companies on the list use Workday for talent acquisition.”
Workday Recruiting, sold as Workday Talent Acquisition, is the default choice for many large employers because it shares a record with Workday HCM. Jobscan's 2026 study of Fortune 500 companies found more than 40 percent use Workday for talent acquisition, far ahead of SuccessFactors at 12 percent. Workday's product page describes a central recruiter hub with AI insights, campaign, landing page and event building through a conversational interface, automatic scheduling of multi-person, multi-room and multi-location interviews, guided hiring team workflows with AI-summarized feedback and real-time reporting on pipelines and SLAs. Internal mobility tools match employees to open roles, and conversational AI lets candidates search jobs, ask questions and schedule interviews by mobile or SMS. Workday says it is a Leader in the 2026 Gartner Magic Quadrant for Talent Acquisition. Pricing is quote only and the product is rarely bought on its own, so value scores low for anyone outside the Workday ecosystem.
Strengths
- +Most widely used ATS in the Fortune 500 per Jobscan
- +Shares one data model with Workday HCM
- +Conversational AI lets candidates search jobs and schedule by SMS
Limitations
- −No public pricing
- −Practical mainly for companies already on Workday HCM
- −Enterprise implementation is heavier than self-serve tools
SummaryWorkday Recruiting has the strongest enterprise adoption on this list. It is the obvious pick for Workday HCM customers and a poor fit for everyone else.

Breezy HR
A flat-priced applicant tracking system with unlimited users and positions on every plan.
8.1overallA flat-priced applicant tracking system with unlimited users and positions on every plan.
Best forSmall and midsize companies that want many hiring managers in the ATS without per-seat fees.
Adoption data
17,000Breezy HR says more than 17,000 companies use it to hire.
Breezy HR, Breezy HR Pricing (2026): “Breezy is built for growing and midsize companies, and more than 17,000 companies use it to hire.”
Breezy HR prices by plan rather than by seat, so every hiring manager can log in without raising the bill. The Startup plan is listed at $157 per month on annual billing, or $189 month to month, and includes unlimited users and positions, a branded career site, bulk candidate actions, candidate questionnaires, stage-based automations and background screening integrations. Growth, at $273 per month on annual billing, adds automated reference checking among other tools, and the Business plan adds HRIS integrations and assessment tools such as Criteria Corp and HackerRank. Breezy Intelligence handles AI candidate evaluation, interaction summaries and resume auditing using credits, and every free trial includes 100,000 of them. Breezy says more than 17,000 companies use it. It lacks a free plan, but for a midsize company with many interviewers it is one of the most predictable prices on this list.
Strengths
- +Flat monthly price with no per-user fees
- +Two months free on annual billing
- +14-day trial of every feature
Limitations
- −No free plan
- −HRIS integrations and assessment tools sit in the Business plan
- −Texting and AI features are billed as credits on top of the plan
SummaryBreezy HR is the best flat-priced ATS for teams with many hiring managers. Its AI and texting credits add cost on top of the plan.
- 7

Manatal
A per-seat recruiting system for in-house teams and recruitment agencies.
8.0overallA per-seat recruiting system for in-house teams and recruitment agencies.
Best forSmall recruiting teams and agencies that want the lowest per-recruiter price.
Adoption data
10,000Manatal says it has reached over 135 countries and works with more than 10,000 companies.
Manatal, About Manatal (2026): “Since inception, Manatal has reached over 135 countries and partners with over 10,000+ companies.”
Manatal charges per recruiter seat and lets hiring managers in for free. The Professional plan costs $15 per user per month on annual billing, or $19 month to month, and covers up to 15 jobs and 10,000 candidates per account with unlimited hiring managers. Enterprise, at $35 per user, removes the job and candidate limits and adds workflow automation. Enterprise Plus, at $55, adds an advanced report builder, user groups, SSO and integrations with ChatGPT, Claude and other large language models. A custom tier offers custom features, integrations and compliance reports. Manatal says it works with more than 10,000 companies in over 135 countries. For a two or three person recruiting team or a small agency, it is the cheapest verified way into a full ATS on this list, but the 15-job cap on Professional means growing teams will likely move to Enterprise.
Strengths
- +Lowest verified per-seat price on this list
- +Hiring managers do not need paid seats
- +14-day free trial with no card
Limitations
- −Professional caps accounts at 15 jobs
- −Workflow automation needs the $35 Enterprise plan
- −Per-seat pricing adds up for large recruiting teams
SummaryManatal is the cheapest verified ATS here at $15 per recruiter. Its job cap and automation tiering limit it as hiring volume grows.
- 8

iCIMS
An enterprise talent acquisition suite with a configurable ATS, recruiting CRM, career sites and onboarding.
7.9overallAn enterprise talent acquisition suite with a configurable ATS, recruiting CRM, career sites and onboarding.
Best forLarge and high-volume employers in retail, healthcare, manufacturing and finance.
Adoption data
4,400iCIMS says more than 4,400 companies in 200 countries use its software, including a quarter of the Fortune 500.
iCIMS, iCIMS homepage (2026): “More than 4,400 companies across 200 countries – including a quarter of the Fortune 500 – trust ICIMS to find and hire people who shape the future.”
iCIMS sells a family of talent acquisition products to large employers. iCIMS Hire is the configurable enterprise ATS, iCIMS Engage is the recruiting CRM, and employer branding tools cover career sites, a recruitment chatbot and employee testimonial videos. Text recruiting and onboarding are also offered, and iCIMS says it connects with more than 800 partner technologies, including job boards, background check providers, HR and payroll systems and assessment tools. The company markets industry editions for retail, healthcare, manufacturing and finance, which suits employers that hire hourly staff at volume. iCIMS says more than 4,400 companies in 200 countries use it, including a quarter of the Fortune 500, and Jobscan found it in 14.4 percent of more than 13,000 companies with a detectable ATS. There is no public price, and the product set is larger than a small company needs, so its value score is conservative.
Strengths
- +Used by a quarter of the Fortune 500, per iCIMS
- +Industry editions for retail, healthcare, manufacturing and finance
- +Large partner network for job boards, background checks and HR systems
Limitations
- −No public pricing
- −Built for large employers, heavy for small teams
- −CRM, branding and onboarding are separate products
SummaryiCIMS is a proven enterprise ATS for high-volume hiring with a deep partner network. Smaller teams will find simpler and cheaper options above it.

Lever
A recruiting platform from Employ that combines ATS and candidate relationship management in one product.
7.8overallA recruiting platform from Employ that combines ATS and candidate relationship management in one product.
Best forMidsize talent teams that nurture candidates over time and want CRM inside the ATS.
Adoption data
15.6%Jobscan found Lever in 15.6 percent of more than 13,000 companies where it detected an applicant tracking system.
Jobscan, Fortune 500 use applicant tracking systems (2026): “15.6% of analyzed companies use Lever”
Lever, part of Employ alongside JazzHR and Jobvite, puts candidate relationship management inside the ATS so sourcing, nurturing and hiring share one record. Lever's pricing page says every plan includes the core ATS, CRM, advanced reporting and analytics, and key integrations. It also lists AI-powered candidate matching and screening signals, unlimited AI interview transcripts and summaries, and AI fraud prevention signals for suspicious applications. Candidate Insights, AI Screening by VONQ and Onboarding are sold as add-ons. Lever says it is SOC 2 Type II certified and that its AI governance is built with IBM watsonx.governance. In Jobscan's analysis of more than 13,000 companies with a detectable ATS, 15.6 percent used Lever, third after Greenhouse and Workday. Every plan is priced by quote based on team size and hiring needs, so the value score stays conservative until a quote is in hand.
Strengths
- +CRM is built in, not a separate product
- +Every plan includes ATS, CRM, advanced reporting and key integrations
- +SOC 2 Type II certified
Limitations
- −No public pricing
- −Onboarding and AI screening by VONQ are add-ons
- −Smaller detected share than Greenhouse or Workday in Jobscan's sample
SummaryLever is a solid ATS with CRM built in and a meaningful independent usage share. Quote-only pricing and paid add-ons place it below the leaders.
- 10

JazzHR
An entry-level applicant tracking system from Employ, billed yearly for small businesses.
7.7overallAn entry-level applicant tracking system from Employ, billed yearly for small businesses.
Best forSmall businesses under 250 employees that hire a few roles at a time.
JazzHR is the small-business ATS in Employ's lineup, sold on yearly plans. Hero costs $1,000 a year billed annually, about $83 a month, and includes job postings starting at three per month, the applicant tracking system, email templates, a LinkedIn Recruiter integration and premium job listings. Plus, at $3,480 a year, raises the limit to 200 active jobs and adds AI-powered candidate matching, structured interviews and assessments, task automation and standard reporting. Pro, at $5,508, adds offers and eSignatures, advanced visual reporting and a custom report builder. JazzHR's standard pricing does not apply to organizations with over 250 employees, staffing and recruiting agencies, franchises or multi-location businesses, and some features are billed by usage. JazzHR does not publish its own customer count, so its adoption score is conservative. For a small business that hires occasionally, it is one of the lowest annual commitments on this list.
Strengths
- +Low yearly entry price published in USD
- +Up to 24 percent savings for paying yearly
- +Simple pipeline aimed at lean teams
Limitations
- −Standard pricing excludes organizations over 250 employees and staffing agencies
- −Hero starts with a limited number of job postings
- −No vendor-published customer count specific to JazzHR
SummaryJazzHR is a low-cost starting point for small businesses that hire occasionally. Its eligibility limits and lack of a published customer count keep it last.
Choosing a product
- Know which customer count you are reading
- Vendors measure adoption in different units. Workable says 35,000+ teams, BambooHR 30,000+ companies across its whole HR product, Breezy HR more than 17,000 companies and Greenhouse 7,500+ companies. iCIMS reports more than 4,400 companies, including a quarter of the Fortune 500, so its count is smaller but skews to very large employers. Jobscan's study is a different lens again: it detects which ATS appears in job postings, finding Workday at over 40 percent of the Fortune 500 and Greenhouse at 19.0 percent of more than 13,000 companies.
- Check what the price is based on
- ATS pricing units vary widely. Workable and Ashby price by company size, starting at $299 and $400 per month for the smallest bands. Manatal charges $15 per recruiter seat per month. Breezy HR charges a flat $157 per month with unlimited users, JazzHR bills $1,000 a year for its entry plan, and BambooHR charges $10 per employee per month with a $250 monthly flat rate for companies of 25 or fewer. Model the price at your real headcount, recruiter count and hiring volume before comparing.
- Decide how much sourcing and CRM you need
- Teams that hire mostly from inbound applicants can use a simpler ATS. Teams that source passive candidates need a built-in CRM with outreach sequences. Ashby, Greenhouse and Lever include sourcing and CRM tools, and iCIMS sells its CRM as iCIMS Engage. Check which plan includes texting, multi-step sequences and browser sourcing extensions, since these often sit above the entry tier.
- Price the add-ons recruiters actually use
- Entry plans often leave out tools recruiters expect. Workable Standard charges extra for texting ($89 per month), video interviews ($109) and assessments ($59), which Premier includes. Ashby lists SSO at $100 per month and candidate texting at $90 per 1,000 messages. JazzHR's offers and eSignatures need the Pro plan. Add the add-ons you need to the base price before ranking vendors on cost.
- Match the system to company size and HR stack
- Workday Recruiting makes most sense for companies already running Workday HCM, and iCIMS targets large, high-volume employers. Ashby's plans are banded by employee count from 1 to 1,000+. JazzHR's standard pricing excludes organizations with over 250 employees and staffing agencies. If you want one HR system for hiring and employee records, BambooHR and Workable cover both, which can remove one integration.
